چکیده
هدف: هدف از این پژوهش بررسی خدمات میلسپو در نوسازی سامانۀ مالی و اداری ایران بین سال های 1301 تا 1323 شمسی است.
روش/ رویکرد پژوهش: در این تحقیق با استفاده از منابع کتابخانهای و اسنادی به توصیف و تحلیل وقایع پرداخته شده است.
یافتهها و نتایج: دولت ایران در دورۀ مختلف، آرتور میلسپو را به عنوان مستشار مالی برای بهبود اوضاع مالی و اداری استخدام کرد. در دورۀ اول (1301 - 1306 ش.) مجلس چهارم شورای ملی اختیارات گستردهای را به او داد و او هم با بهرهگیری از شرایط جهانی و انقلاب در روسیه و حمایت رضاخان که نظم و امنیتی در داخل برقرار کرده بود، کار خود را شروع کرد. میلسپو توانست ساختار مالی و اداری را بر اساس اصول علمی استوار کرده، با تنظیم لایحۀ بودجه، تعادلی در نظام درآمد و هزینههای دولت به وجود آورد؛ اما رضا شاه در دوران سلطنت خود (1304 - 1320 ش.) اقدامات میلسپو را تحمل نکرد و موانعی برایش ایجاد نمود تا اینکه، او مجبور به ترک ایران شد. میلسپو در دورۀ دوم حضور خود در ایران (1321 - 1323 ش.) با اختیارات گستردهای که مجلس سیزدهم شورای ملی به او تفویض کرد، به استخدام دولت ایران درآمد، اما در این دوره برنامههای وی برای مهار تورم و تامین مایحتاج ضروری مردم به دلیل حضور نیروهای اشغالگر (شوروی، انگلیس) و عدم شناخت کافی از تحولات جامعۀ ایران با موفقیت همراه نشد، حتی عملکرد و اقدامات او نارضایتی عامه را بر انگیخت، تا این که او در برابر انتقادات مطبوعات و نمایندگان مجلس نتوانست پاسخگو باشد. در پی لغو اختیاراتش از سوی مجلس چهاردهم شورای ملی، ایران را ترک کرد.

Purpose: Dr Arthur Chester Millspaugh (1883–1955), a former adviser at the U.S. State Department’s Office of the Foreign Trade, who was hired to re-organize the nation's financial and administrative system. In the first term (1922-1927) the Iranian Parliament granted him vast authorities for change. He utilized the opportunity provided by world's post-war conditions and Russian Revolution, as well as the support of Reza Shah (who had brought order and security to the nation) and commenced his reforms. In his second term (1942-1945), Millspaugh the Parliament again granted a wide range of authorities to carry out his mandate. This paper examines his services to the country during both terms.
Method/Research approach: Events are analyzed using library and archival materials.
Findings and Results: Millspaugh succeeded to base financial and administrative structures on scientific principles. The annual budget he prepared brought balance to the government's income and expenditure. However, Reza Shah didn't tolerate his initiatives and forced him to leave Iran. In the second term, Millspaugh's plans to control inflation and supply people's basic needs during occupation of the country by Allied forces didn't achieve goals. His insufficient understanding of the developments underway in the Iranian society at the time, caused public complaints. He couldn't be responsive to critics made in the press and parliament to his performance. He left Iran after the Parliament terminated his contract.
