Purpose: In this research, the process of election of non-native representatives for Sistan to the National Assembly, the effect of their absence in the region on their performance in the parliament, and the responses of the local people to their representation have been analyzed.
Method and Research Design: Employing a descriptive-analytical approach based on primary documents and archival sources, this research explores the reasons behind the repeated selection of non-native delegates for Sistan, analyzes how this non-locality influenced their legislative activity, and investigates how the Sistanis responded.
Findings and Conclusion: Without a local political elite during the late Qajar era, the Alam family—political leaders based in the capital—appointed central political figures to represent Sistan. Although the majority of these representatives held important positions in national politics, their lack of familiarity with local issues and lack of accountability to the people of Sistan rendered them inactive in parliament. There were several sessions that passed without presenting comments or propositions. This trend eventually gave rise to public discontent and gave rise to political movements in Sistan, which were initiated by local Khans, promoting indigenous candidates to better represent regional interests. While such efforts introduced some form of political competition, this also introduced tensions and occasional clashes between the opposing parties within some election periods.
