Purpose: To examine the Completion and Rental Law of Residential Units in the Pahlavi era as a successful measure for housing market management and resolving the housing crisis and to identify the reasons for its failure.
Method and Research Design: This study employs a descriptive-analytical approach in investigating the impact of the Completion and Rental Law of Residential Units on the housing market and tenancy conditions and the challenges associated with them. A documentary analysis method has been employed where documents and texts relating to the law and its impacts on the housing market and tenancy conditions have been examined and analyzed.
Findings and Conclusion: The result of the study indicates that the law failed to bring an end to the housing crisis and rentals. The contributing factors were the lack of funds, population growth, and infrastructural shortages, which all led to the failure of the success of the law's objectives. Urban conditions and the rentals remained strained, and the law failed to live up to people's expectations. The results also point out that the absence of master planning, coordination failure between the public and private institutions, public needs' negligence, and a lack of sufficient incentives for the investors were among the key factors behind the collapse of the law.
