Objective: To examine the Law on the Completion and Rental of Residential Units during the Pahlavi era as a significant measure for organizing the housing market and addressing the housing crisis; to analyze the reasons for the failure of this law.
Research Method/Approach: This study employs a descriptive-analytical approach to investigate the impacts of the Law on the Completion and Rental of Residential Units on the housing market and rental conditions, identifying existing challenges. For this purpose, a documentary analysis method has been utilized. In this method, texts and documents related to the Law on the Completion and Rental of Residential Units and its effects on the housing market and rental conditions have been examined and analyzed.
Findings and Results: The analysis shows that the mentioned law failed to effectively address the housing crisis and rental issues. Findings indicate that challenges such as a lack of financial resources, population growth, and deficiencies in infrastructure hindered the achievement of the law's objectives. Additionally, urban living conditions and the rental market remained under pressure, and the law could not meet the community's expectations. The results suggest that the absence of comprehensive planning, lack of coordination between public and private entities, neglect of the real needs of the people, and insufficient incentives for investors were other factors contributing to the law's failure.
