چکیده
قرنطینه بهعنوان یکی از راههای مهم پیشگیری از شیوع بیماریها پدیدهای مدرن است که همراه با گسترش پزشکی مدرن، پارادایمی نو را در حوزۀ بهداشت و درمان در ایران دورۀ قاجار شکل داد. موضوع زیارت و تجارت ایران با عراق عرب در قلمرو عثمانی، همواره باعث ترغیب تعداد زیادی از افراد با عناوین زائر، تاجر، و سیاح برای حرکت در مسیر کرمانشاهان میشد که نقشی عمده در اشاعۀ بیماریهای مسری در این منطقه و دیگر مناطق ایران داشت. ضرورت پیشگیری از شیوع بیماریها باعث شد تا دولتهای ایران و عثمانی در مواقع بحرانی در مناطق کرمانشاهان و عراق عرب قرنطینه ایجاد کنند.
هدف: شناختِ اهمیت قرنطینههای کرمانشاهان در پیشگیری از شیوع گستردۀ بیماریهای واگیردار در ایران.
روش/ رویکرد پژوهش: این پژوهش با تکیه بر روش تحقیق تاریخی و با استفاده از اسناد و مدارک منتشرنشدۀ آرشیوی و منابع معتبر کتابخانهای انجام شدهاست.
یافتهها و نتیجهگیری: دستاورد پژوهش نشان داد که ایجاد قرنطینههایی در مسیر کرمانشاهان میتوانست مانعی مهم و جدی دربرابر شیوع سریع و گستردۀ بیماریهای واگیردار از درون مرزهای عثمانی به ایران باشد؛ ولی این قرنطینهها بهدلایلی چون رعایتنشدن مقررات قرنطینهای توسط افراد بانفوذ و صاحبمنصب، اختصاصنیافتن بودجۀ کافی ازسوی دولت برای ادارۀ این قرنطینهها، نگاه منفعتجویانۀ مأموران قرنطینه و دریافت رشوه از تجار، زوار و کاروانهای حمل جنازه، در پیشگیری از شیوع بیماریها و سرایتنکردن آن به دیگر نقاط کشور چندان مؤثر نبود.

Quarantine and Infectious Diseases in Kermanshahan: From the Time of Nasereddin Shah till the End of the Qajar Dynasty

Purpose: Quarantine was an important and modern way of preventing the spread of the diseases, that formed a new paradigm in healthcare of Iran in the Qajar dynasty. Due to the pilgrimages and the trades between Iran and Arab Iraq in the Ottoman Empire, a large number of people such as Pilgrims, merchants, and travelers traversed the roads of Kermanshah and played a major role in spreading out infectious diseases/epidemic in the region. In order to prevent epidemic, Iran and Iraq tried to keep the region in quarantine. The purpose of this research is to identify the importance of Kerrnanshan Quarantine in preventing epidemic.
Method and Research Design: Archival records and library resources were studied and analyzed using historical method in a descriptive and analytical way.
Results and conclusion: The results show that keeping the roads of Kermanshah in quarantine did not play a significant role in preventing of epidemic due to the following reasons: the ranking officials and influential people broke the quarantine; failure to allocate sufficient budget funds for quarantine; profiteer officials that received bribe from merchants; pilgrims and the caravans that were carrying the corpses.
