چکیده
هدف: بررسی تاثیر روند دگرگونیهای نظام مالی و مالیاتی دورۀ سلجوقیان در دگرگونیهای ساختاری و عملکردی منصب مالیاتی این دوره، موضوع بحث مقاله حاضر است.
روش/رویکرد پژوهش: روش توصیفی- تحلیلی با تکیه بر اسناد و مدارک تاریخی و منابع کتابخانهای.
یافتهها و نتایج: دگرگونیهای شیوههای کشورداری و روابط درونی مناسبات قدرت در دورۀ سلجوقیان (431-590ق.) و استقرار حکومت یکپارچه و گسترده، شرایطی را به وجود آورد که مدیریت شهری تجربیات متفاوتی را از سرگذراند. در این میان، الگوی تعیین کننده روابط دو جانبه، بین نخبگان شهری و حکومت مرکزی، به عنوان زمینه تعیینکنندۀ مناسبات شهری و حکومت، مورد توجه قرار نگرفت. منصب «عامل» به عنوان نمایندۀ حکومت مرکزی و مسئول جمعآوری عایدات جامعۀ شهری، که باید با بدنۀ جامعۀ شهری روابطی نزدیک برقرار میکرد، نقشی دو سویه داشت. موضوع روابط عامل با دیگر صاحب منصبان حکومتی و نیز نمایندگان نهادها و جوامع شهری، که بیشترین چالشهای مدیریتی شهرهای آن دوره به این حوزه مربوط است، مورد کاوش قرار نگرفته است. تغییرات مزبور در این منصب تحت تاثیر دگرگونیهای بخش مربوط در حکومت بود یا از دگرگونیهای اقتصادی- اجتماعی جامعۀ شهری متاثر بود؟ فرض مقاله بر این است که این دگرگونیها جنبه دو سویه داشته است. نتایج این بررسی نشان میدهد تغییرات درونی حکومت منجر به افزایش نقش و عملکرد «عامل» در شهرهایی شد که تحت ادارۀ مستقیم حکومت قرار داشتند.

Purpose: This study investigated the effect of alterations in financial and fiscal systems in Seljuq era on variations in the structural and functional systems in this era.
Methodology/Approach: Historical descriptive-analytic research methods were employed and historical documents and library sources were used in finding the results.
Results: The alterations in methods of governance and the internal power relations in Seljuq dynasty caused various changes in urban governance. In this era, the interactions between city elites and the central governments did not follow a determinant model which organized the city and the governments' relations. The representative of the central government, who was also the tax collector and should have had a close relationship with the people, had a bilateral performance. The relationship of this representative with the governments' officials and representatives of other cities and offices, who faced the greatest administrative challenges in that era, has not been investigated. The current study tries to investigate the alterations in financial and fiscal systems and variations in structural and functional performance of financial officials in the Seljuq era and seeks an answer to this question: were variations in these systems due to the related systems in the government, or were they the result of social-economic changes? The study hypothesized that these alterations were bilateral.
Conclusion: The findings of the study revealed that internal changes in the government led to an increase in the importance of the role of the government representative in cities which were under direct administration of the government.
