چکیده
برپایۀ مادۀ دوازدهم قرارداد دارسی، کارگران شاغل در شرکت نفت انگلیس و ایران باید تبعۀ ایران میبودند. بهتدریج طی سالهای بعداز جنگ جهانی اول برپایۀ همین ماده از قرارداد، شرکت نفت انگلیس و ایران به بزرگترین کارفرمای اقتصاد ایران تبدیل شد. کارگران این شرکت عموماً از نواحی ایلی و مناطقی بودند که در آن روابط ارباب-رعیتی حاکم بود. آنها باید خود را با شرایط کار در محیط صنعتی مدرن وفق میدادند. نبود قوانین و مقرراتی که از آنها دربرابر حوادث ناشی از کار محافظت کند، شدت و کثرت این نوع از حوادث را افزایش داده بود. بااینحال، بهتدریج طی دهۀ 1300ش در قالب سازوکار صندوقهای احتیاط مقرراتی در این زمینه وضع شد.
هدف: یافتن زمینههای تشکیل صندوقهای احتیاط در شرکت نفت انگلیس و ایران.
روش/رویکرد: روش پژوهش حاضر تاریخی است و برای جمعآوری اطلاعات از اسناد آرشیویِ شرکت نفت انگلیس و ایران استفاده شدهاست. برای تحلیل مسئلۀ پژوهش نیز از رویکرد بسیج طبقاتی در تبیین سیاستگذاریهای اجتماعی استفاده شدهاست.
یافتهها و نتایج: درخواست کارگران برای تأمین خدمات درمانی و اجتماعی از شرکت نفت بهعنوان کارفرما ازیکسو و فراهمشدن امکان همراهی نسبی دیوانسالاری دولت ایران با اعتراضات کارگران باتوجهبه فضای بین دو جنگ جهانی و منتظمترشدن امور دولت ایران در دهۀ 1300 ازسویدیگر، زمینه را برای تدوین و تصویب چنین مقرراتی مهیا کرد. تدوین و تصویب نظامنامۀ استخدام کارکنان شرکت نفت ایران و انگلیس در سالهای ابتدایی دهۀ 1300ش نتیجۀ چنین شرایط و درخواستهایی بود. بااینحال شرکت نفت با تصویب نظامنامهای تبعیضآمیز، خواستۀ کارگران ایرانی را به خدماتی حداقلی در قالب نوعی صندوق احتیاط محدود کرد که بسیاری از خواستههای کارگران را برآورده نمیکرد.

Purpose: Over the years after World War I, this provision made the Anglo-Iranian Oil Company Iran's largest employer in the economy. A majority of these workers were recruited from regions occupied by tribes or feudal-like landlord–peasant-controlled regions and were thus compelled to adapt to the type of job in an industrial environment. The absence of protective legislation and policies controlling labor during that period greatly increased the frequency and severity of work-related accidents. Even so, during the 1930s (the solar Hijri calendar), these concerns were gradually met by rules through the process of provident funds. Based on this background, this current study tries to find the answer to the question: What were the causes behind the institution of provident funds in the Anglo-Iranian Oil Company?
Method and Research Design: This study uses a historical approach and draws on historical records from the Anglo-Iranian Oil Company.
Findings and Conclusion: The central hypothesis of the current paper is that, although on the one hand workers made demands on medical and social services from the company in the capacity of their employer, on the other hand the emerging Iranian bureaucracy of the 1930s, within the interwar context, was increasingly able to synchronize—albeit partially—with workers' claims. These changes formed the backdrop for preparation and introduction of appropriate regulations. But the company responded by implementing a discriminatory bylaw that restricted Iranian employees' claims to a minimum level of benefits in the form of a provident fund, not addressing many of their fundamental needs.
