Abstract

Purpose: This article reports the consequences of the implementation of a law that passed the Iranian parliament in 1929 to end the chronic imbalance of the nation’s foreign trade by granting the government the exclusive right of doing foreign trade.
Method and Research Design: Data for this study was collected from the records held at the National Archives of Iran.
Findings and Conclusion: The success of previous strategies to reduce the imbalance was limited. The Great Depression of the 1929 worsened the situation. As the result, the government adopted the new strategy of holding full control of foreign trade to prevent the decline of foreign revenues. However, this in practice led to the expansion of the state bureaucracy’s interference in other aspects of the economy.
