Abstract

The beginning of the year 1275 H.Q. was the beginning of new changes in Iran’s administrative system, and that was omission of the chancellor post, and constitution of governmental council. The council included six ministries, home office, foreign office, judiciary, and the treasury, defense and endowment ministries. Council lifetime was ended in the year 1288 H.Q. by order of Naser-al Din shah. Some bylaws approved by governmental council as well as the king in the years without chancellor. In recent years, the National Library of Iran has bought two important bylaws which will be dealt in the essay. The first is the original copy of the Naser-al Din shah’s bylaw issued in 1279 H.Q. and the second is part of Mostofi family’s records and its date is 1282H.Q. and indicates the efforts of the king at replacing the council with a triple commission.
