This article analyses a decree from Ashraf-e-Afghan with the seal of Ashraf, “toghraa-ye- Hokm-e-Jahan Motaa’ Shod”, the date of its promulgation being Zigha’de, 1138. This decree is available among purchased records by the National Library and Archives of Iran, and is maintained in the National Archives in the series of purchased records. The decree is one of the few issued in Iran during the limited period of the Afghan reign. Political agitation and chaos during the Afghan reign had limited the opportunities for issuing various decrees. Therefore, the number of records, and in particular decrees of this historical period, is very few. In this article, we firstly describe the situation of Iran in the late Safawid period and Afghan reign and the context in which Ashraf-e-Afghan issued this decree. We then examine the decree section by section, while posing some questions on it. Finally, we present a re-reading and analysis of the decree, and reach some conclusions.
