The Interaction and Confrontation of the Task Force With the Amini Government and the Pahlavi Court to Create Reforms From Above (1961-1963)

Abstract

The foreign policy of the Pahlavi regime in the 1930s had a strategic principle, which was the tying of the fate of Iran's foreign policy with that of the United States in its confrontation with communism. The inability of the Iranian government to resolve crises and the new role of the United States after World War II were effective in this confrontation. The Kennedy administration created a special task force to identify problems and define the nature of Iran's governance challenges, which defined "reforms from above" as the best barrier against communist trends and creating stability for the Pahlavi regime. The task force's emphasis on liberal reforms and social and economic progress was an attempt to maintain the status quo and the stability of the Iranian ruling system, which was in danger of communism and social revolutions.
Purpose: To examine the political and economic nature of the task force and how the task force's "reforms for Iran" plan affected Iran's macro-political and economic decisions?
Method and Research Design: This study was prepared and presented in a descriptive-analytical manner using documents and reports of the US Department of State.
Findings and Conclusion: Based on the findings, the Task Force identified Iran’s endogenous development through US financial and technical support in the 1930s and 1940s as a time-consuming and stressful process that affected the instability of the Pahlavi regime and the weakness of US influence in Iran. With the recommendation of the Task Force, the Kennedy administration forced the Shah to experiment with a “controlled revolution” on the one hand with the aim of reducing foreign aid and promoting the American way of life, and on the other hand, as the only way for Iran to combat the influence of communism.
