Study on this order which was issued for establishing government macro-organization in 1866, clarifies The King’s purpose to create a new administrative system in the country. Analysing different views in this respect, the paper discusses method of dividing the ministers’ duties, their power and authorization, Shah’s expectations of them:, and the relations between Shah and his ministers. The author concludes thal at the present situation of administrative evolution in our country, the important content of this article could be very useful for both historians, and the related authorities in the administrative system.
