The Persian Merchants had participated actively in the Constitution movement, seeking for fulfilment of their demands for security, political .stability, powerful central government, road building, railway construction, equal and codiiled law, establishment of national bank, government supervision on imports, exports, and customs affairs to protect them from foreign powers’ invasion. But after Constitution Revolution they confronted many internal and external obstacles and problems, the most important of them was the First World War, Therefore, they were disappointed to achieve their goals through a democratic political system, Reza Khan’s behaviour, as minister of war and then prime minister, made the merchants hopeful about their future and cause them to support him. Reza Shah, during the earlier years of his political power provided them with many facilities, encouraging them to continue their support.
