The author intends to outline the development and evolution of writing technology and electronic books and documents in the 3rd millennium. With a glance at International Book Fair in Frankfurt (1999), and future programmes for electronic book delivery, he describes archives state and electronic records preservation. Analysing the advantages of electronic archives, he writes:" Electronic records reduce the storage space problem and deterioration and degradation rates, as lyell as damages caused by paper records reproduction."
He emphasises the importance of basic and fundamental planning for paper records digitization.
