The first Constituents Assembly played a significant role in the Iranian contemporary history by declaring the end of Qajar Dynasty and vesting the crown in Reza Khan with the right of succession to his heirs; resulted in transferring the monarchy to Pahlavi Dynasty. The author argues that passing of two decades from Mashrooteh (Constitution) had a fund a mental effect on political movements and balance of powers in Iran, so Reza Khan, The Army Commander, who was the most powerful authority in 1925, tried apparently to mount the throne bylawful means and on the basis uf democracy. This article is the first brief documentary source that deals with the issue of the Constituents Assembly elections and lawful arrangements for its convening
