Asghr Khan Afshsr of Urmia was Qajar's first ambassador lo Paris in 1807 on the mission of submitting the second copy of Finkenstein treaty signed by Path Ali Shah to French authorities, and reminding Napoleon to abide his undertakings towards Iran (after being informed of Tilsit treaty). Soon after he was appointed as Iranian plenipotentiary to negotiate with Russia. Napoleon was to mediate between the two countries but as a result of the Russians opposition, he did not agree to act as the mediator Therefore, Asgar Khan bad been idle in Paris for a long time.
The author describes that Asgar Khan was the first Iranian official who joined the Fbeemasonry and promised the Philosophic Lodge to establish the lodge in Isfahan or Tehran. He returned to Iran in the early 1810.
