Mirza Hossein Khan Sepahsalar, the reformist chancellor of Nasereddin Shah, is the intelligent official that could perceive the necessity of the multilateral reforms in Iran by acquaintance with Western culture and civilization, and also constitutional movements. He always attemps to take the opportunity to carry his reformist ideasHe took this opportunity, when he became the chancellor (1871-1873 A.D) and then the minister of two important ministries, the Ministries of War and Foreign Affairs (1873-1880 A.D).
In these periods, He took place the considerable developments in Iran that caused many changes in managing the affairs. This article is a brief description of his reforms which written on the basis of remained records of his period
