Purpose: This study investigated the effect of alterations in financial and fiscal systems in Seljuq era on variations in the structural and functional systems in this era.
Methodology/Approach: Historical descriptive-analytic research methods were employed and historical documents and library sources were used in finding the results.
Results: The alterations in methods of governance and the internal power relations in Seljuq dynasty caused various changes in urban governance. In this era, the interactions between city elites and the central governments did not follow a determinant model which organized the city and the governments' relations. The representative of the central government, who was also the tax collector and should have had a close relationship with the people, had a bilateral performance. The relationship of this representative with the governments' officials and representatives of other cities and offices, who faced the greatest administrative challenges in that era, has not been investigated. The current study tries to investigate the alterations in financial and fiscal systems and variations in structural and functional performance of financial officials in the Seljuq era and seeks an answer to this question: were variations in these systems due to the related systems in the government, or were they the result of social-economic changes? The study hypothesized that these alterations were bilateral.
Conclusion: The findings of the study revealed that internal changes in the government led to an increase in the importance of the role of the government representative in cities which were under direct administration of the government.
