With the outbreak of World War I, Sunni and Shiite Olema's issued fatwas to encourage Muslims to engage in the war against Russia and England. Muslims reacted differently, including in Sistan and Qayenat where the government and the religious leaders - considering the conditions of eastern Iran and the influence of the British in the region - adopted different policies toward such fatwas. Reactions to fatwas in Afghanistan had impact in the eastern part of Iran. Passage of German agent Nydermier's mission on the way to Afghanistan made it difficult for the conservative governor, Showkat ol-Molk II to observe impartiality, a stance that made the British angry. He sent an ambassador to Herat who was effective in stabilizing relations between Iran and Afghanistan. The reason for religious decrees in Iraq, the reaction of Qayenat and Sistan's Olema to issuing jihad Fatwas, the reaction of Shokat al-Molk II and the British consulate in Sistan and Qayenat are all discussed in this paper.

Styles of writing the digit zero in Qajarid records

Purpose: Varieties of styles of writing digits in Qajar records for Hijri Calendar are examined to show changes that occurred in the writing the digit zero (0) and reasons behind such changes. Changes noticed are compared with the styles used in arithmetic text of the same period. The purpose has been to provide evidence for the style of writing numbers in scientific texts as well as properties the digit zero has, and ways of locating it in such texts and its functions. Method: Data was collected from a thousand dated records randomly selected from within a collection of records produced over 140 years (1795-1925) in four regions of Iran (Central, Fars, Northern region, and Northwestern). Dates of records and classification of writing styles was carried out using statistical techniques. Comparative method was used and library resources were consulted. Findings: Four writing styles were identified in the four regions. Written forms with some variation were seen in all regions except northwestern (due to limited access to records). The function of zero in arithmetic texts in the era follows mathematical logic. Such texts discuss the properties and characteristics of zero, its function, and the possibility of its omission or addition into a certain string of numbers. The only case in which the rank of zero was shifted without change in its value was found in one such text examined. Variations in the styles of writing dates of scripture is caused by changes and manipulations of zero, which in turn is caused by scribes' own styles and tastes, as well as the need for speed-writing, broken-writing, and possibly carelessness, and in some cases lack of space on the page.

Based on records held in the British Ministry of Foreign Affairs, this paper examines the role of Abdolhosein Teymourtash in Iranian diplomacy during the reign of Reza Shah (1925-1941). As the Minister of Court from 1925 to 1932, Teymourtash led the exercise of the country's diplomacy as well. Relying on the support of Shah, he entered into direct negotiations with British statesmen. He adopted a policy of avoiding open confrontation with foreign powers; in the meantime, he started a strategic alliance with the Soviets in order to protect the national interest in negotiating with the British. His stubbornness in negotiating over differences, called at the time "outstanding issues", led British diplomats to consider him as the main barrier to resolving issues and asked for his elimination from political scene of Iran.

Rooh-ol-Ghodos; the most critical newspaper in the era of Iranian Constitutional Revolution

One of the most influential newspapers during the Constitutional Revolution of Iran, Rouh-ol-Ghodos (=The Holy Spirit) was published in Tehran by Sheikh Ahmad Torbati, known as Soltan-ol-olamaay Khorasani, from 1907 until the Mohamad Ali Shah Qajar coup in June 23, 1908. Analysis of the rich content of this short-lived newspaper indicates its anti-despotic policy and commitment to defending national interests and rights of the nation. The newspaper fearlessly attacked the cruelty of despotic governors, even the Shah himself.

Purpose: Examines feasibility of establishing a virtual union catalog of audio-visual materials of Islamic Republic of Iran Broadcasting (IRIB) archivval units in Tehran.
Method: Holdings of 20 audio-visual archives in Tehran have been surveyed. Two researcher-designed questionnaires were completed by 20 managers and 122 archivists of the 20 archival units. Validity of the tools was checked against Cronbach's alpha with an outcome of 75 percent.
Findings: 46.9 percent of staff are familiar with the concept of a virtual union catalog. Their knowledge of organization of archive resources is fair. 59.2 percent of the staff use Ganjineh software; 52.9 percent of managers consider archives’ budgets insufficient; 82.4 percent of them believe that there is no particular policy for setting up a union catalog for the archives; 68.8 percent believe that there is no policy for resource sharing among archives. Most of the managers believe film is the most significant material in their archives and favor a virtual union catalog. Nearly half of the librarians had developed their own thesauri. More than half of the archives are use Anglo-American Cataloging Rules (AACR) for cataloging purposes. Most of the 20 archives use Rousseau classification; less than half of them know what a virtual union catalog is; more know about indexing. More than half of the managers believe their annual budget is insufficient. Most librarians use Ganjineh software. Most librarians to some extent believe that exchange of bibliographic information between archives is a good idea. Most archives see equipment, including servers and computers, as the first and most important requirement to establish a virtual union catalog. Human resources and physical facilities, they believe, are desirable, but not software facilities and policies.

Purpose: Assessing the performance of quality management at the Iranian broadcast organization (IRIB) audio-visual archives, based on the model of Organizational Excellence, with the purpose of exploring strengths and weakness and providing strategies for improvement.
Method: A 72-item questionnaire, endorsed by the European Foundation for Quality Management (EFQM) edition 2010, was used, due to the service nature of the community of research.
Findings: Audio-visual archives at IRIB have implemented EFQM Excellence Model differently. With regard to empowering factors, Channel 4 archive has proved the best with a score of 262.03 out of 500, while Channel 2 archive has eared lowest scores (166.13 out of 500). In the "outcomes", Channel 1 and Channel 2 have respectively performed the best and the worst. Overall, the Central Archive and Channel 1 had higher performance, whereas Channel 2 and Jaam-e Jam Channel earned lowest scores. Strategies suggested include; 1) Enhancing interactions with users, organization, and external stakeholders, 2) Enhancing competitive environment among the staff, 3) Revision in policies, 4) Implementing criteria of meritocracy, 5) Compatibility with new technologies in service provision, 6) Interaction with users and appreciation of feedback, 7) Higher level of interaction with the community by the top management of archives, 8) Adopting a higher scores.

Aim: This research aims to examine criteria for evaluating documentary heritage in Memory of the World Programin order to identify components of such criteria for historical photos of Iran from Qajar era. Method: Data for present research was collected through records analysis, interviews, and Delphi technique. The scope comprised the Memory of the World Programcriteria for evaluation of documentary heritage adopted by 10 specialists participated in the Delphi cycle. Findings: Two sets of criteria, namely absolute and relative, were adopted. Absolute criteria were considered the most important ones. Under the criteria of originality in the absolute set, there are 18 components. For universal significance criterion and uniqueness, 5 components were identified and endorsed. Finally, 50 components were suggested to include in instructions for selecting photos of Iran from Qajarid era.
